Jiang Weijin is an employee of Ferrotec Corporation and worked in the enterprise after graduating from middle school. With the rapid development of the enterprise, he once wanted to get a college degree and obtain a technician qualification certificate, so that not only the salary can rise, but also able to keep up with the pace of technological change. However, things are not as simple as he thought. The contradiction between work and study is difficult to resolve. Wang Jianlin led the team to investigate, decided to adopt the core measures of German dual system cooperation, while emphasizing the return to the "adult nature", put forward the idea of"recruitment is recruitment" and "recruitment is recruitment", and worked with enterprises to seek government support.
The Zhejiang Provincial Department of Education quickly clarified the pilot reform and implemented a preferential policy for enrollment examinations: enterprise employees with three years of service participate in the national adult enrollment examination, intermediate workers add 20 points, senior workers add 30 points, and 20 points are reduced for admission.The Zhejiang Provincial Department of Human Resources and Social Security has formulated a technician evaluation policy to allow students in the "dual system" class to break through the original skill limit and gradual promotion test restrictions, and directly participate in the national vocational qualification level 2 (technician) vocational skills assessment.The tuition of the pilot class students is paid by the enterprise, and the graduate students are given a fixed position and salary increase. According to regulations, the "dual system" adopts a flexible academic system and implements a credit system management. The theoretical training hours are not less than 100 class hours, and the post practice is not less than 200 class hours. It is understood that in the “dual system” training, teachers, engineering and technical personnel, and front-line instructors are jointly appointed by both schools and enterprises to undertake the teaching work. Among them, theoretical teaching is held by school teachers with intermediate or above technical titles, enterprise engineering technicians, and skill training is performed by enterprise engineering technicians, masters or teachers with rich practical experience in the school.
School instructors focus on theoretical knowledge and R&D skills training to improve the overall quality of students. Enterprise mentors pay attention to skill improvement and process improvement, and each student will lead no more than 5 students. According to the assessment of the teaching workload, the corporate tutors will be paid by the enterprise for the tutors' courses, and the school tutors must rush from Hangzhou to various enterprises to teach courses every week.
